Stir in tomatoes, mint, and cilantro. Cook until tomatoes are soft. 6. In a separate pot, bring water to a boil, add whole spices and soaked, drained rice. Cook the rice until it's 70-80% cooked. 7. Layer the partially cooked rice over the chicken mixture in the pot. 8. Sprinkle fried onions, mint, and cilantro over the rice. Drizzle saffron infused in milk or yellow food color mixed with milk on top. 9. Cover tightly with a lid, reduce heat to low, and steam for about 20-25 minutes until the rice is fully cooked and chicken is tender. 10. Gently fluff the biryani with a fork, mix the layers, and serve hot.
