உலக அரசாங்க உச்சி மாநாடு துபாயில், நவம்பர் 3 ஆம் தேதி முதல் 5 ஆம் தேதி வரை நடைபெற்றது. இந்த மாநாட்டில், ஆசிரியர்களுக்கான மிக உயரிய விருதாக கருதப்படும் “உலகின் சிறந்த ஆசிரியர் பரிசு” இந்தியாவைச் சேர்ந்த ரூபிள் நாகி என்பவருக்கு வழங்கப்பட்டிருக்கிறது. இந்தப் பரிசை துபாய் இளவரசர் ஷேக் ஹம்தான் பின் முகமது பின் ரஷீத் அல் மக்தூம் வழங்கினார். முன்னதாக, உலகின் சிறந்த ஆசிரியருக்கான பரிசு (Global Teachers Prize) 2015 ஆம் ஆண்டு முதல் லண்டனை தலைமையகமாகக் கொண்ட வர்க்கி அறக்கட்டளை நிறுவனத்தால் ஆண்டு தோறும் வழங்கப்படுகிறது. கல்விக்கு சிறந்த சேவை ஆற்றும் ஆசிரியர்கள் இப்பரிசிற்கு தேர்வு செய்யப்படுகின்றனர். இவர்களுக்கும் 1 மில்லியர் டாலர் பரிசுத் தொகை வழங்கப்படும்.

அந்த வகையில் இந்தாண்டு, நகர்ப்புற குடிசைப்பகுதிகளில் வாழும் குழந்தைகளிடையே கல்வி அணுகலை மாற்றியமைத்ததற்காக இந்தியாவைச் சேர்ந்த ரூபிள் நாகி என்பவருக்கு வழங்கப்பட்டிருக்கிறது. முன்னதாக, 139 நாடுகளிலிருந்து வந்த 5,000-க்கும் மேற்பட்ட விண்ணப்பங்கள் பெறப்பட்ட நிலையில், ரூபிள் நாகி தேர்வு செய்யப்பட்டிருப்பது குறிப்பிடத்தக்கது.

யார் இந்த ரூபிள் நாகி?

ஜம்மு காஷ்மீரில் பிறந்த ரூபிள் நாகி, லண்டனில் உள்ள 'ஸ்லேட் ஸ்கூல் ஆஃப் ஃபைன் ஆர்ட்' கல்லூரியில் பயின்றவர். மேலும், இவர் ஒரு சர்வதேச அளவிலான புகழ்பெற்ற கலைஞர் மற்றும் சமூகச் செயல்பாட்டாளர் ஆவார். இவர், இந்தியாவின் குடிசைப் பகுதிகளில் உள்ள பாழடைந்த சுவர்களில் கல்வி சார்ந்த சித்திரங்களை வரைந்து, அவற்றைத் திறந்தவெளி வகுப்பறைகளாக மாற்றினார். இதன் மூலம், எளிய முறையில் வாசிப்பு, எழுதுதல் மற்றும் கணித அறிவை குழந்தைகளுக்குக் கொண்டு சென்றார்.

மேலும், 'ரூபிள் நாகி கலை அறக்கட்டளை' மூலம் இந்தியா முழுவதும் 800-க்கும் மேற்பட்ட கற்றல் மையங்களை உருவாக்கியுள்ளார். இந்தத் திட்டத்தின் மூலம் 1,50,000-க்கும் மேற்பட்ட வீடுகளுக்கு வண்ணம் பூசிச் சீரமைத்ததோடு, 10 லட்சத்திற்கும் அதிகமான குழந்தைகளுக்குக் கலை சார்ந்த கல்வியை வழங்கியுள்ளார். இவரது புதுமையான கற்பித்தல் முறையால், பின்தங்கிய பகுதிகளில் பள்ளிப் படிப்பைப் பாதியிலேயே நிறுத்தும் மாணவர்களின் எண்ணிக்கை 50 சதவீதத்திற்கும் மேல் குறைந்துள்ளது.

இந்த பரிசுத் தொகை பெற்ற ரூபிள் நாகி பேசுகையில், தனக்குக் கிடைத்துள்ள 1 மில்லியன் டாலர் பரிசுத் தொகையை முழுவதுமாக, ஏழை எளிய இளைஞர்களுக்கு இலவசத் தொழிற்கல்வி மற்றும் டிஜிட்டல் கல்வியறிவு வழங்கும் கல்வி நிறுவனத்தை உருவாக்கப் பயன்படுத்தப் போவதாக அறிவித்துள்ளார்.
