🏡 California Housing Finance Agency Dream For All Program Overview

🏡 Program Overview & Financial Assistance
✔ Assistance Amount
Provides a loan for up to 20% of the home purchase price or $150,000 (whichever is less) to be used for the down payment and closing costs.
✔ Shared Appreciation Structure
This program is not a grant — it is a loan that must be repaid.
When the home is sold or refinanced for the second time, the borrower must repay:
The original loan amount, plus
A portion of the home’s appreciation.
Moderate-income borrowers: Original loan + 20% of appreciation
Low-income borrowers (below 80% AMI): Original loan + 15% of appreciation
✔ Refinance Guidelines
If certain conditions are met (such as making at least 12 payments),
borrowers are allowed a one-time refinance for rate reduction
without triggering immediate repayment.
📌 Eligibility Requirements
✔ First-Generation Homebuyer
At least one borrower must:
Not have owned a home in the past 7 years, and
Their parents must not currently own a home in the U.S. (or did not own one at the time of death).
✔ Foster Care Exception
Individuals formerly in the foster care system automatically qualify as first-generation homebuyers.
✔ Residency & Income
Must be a legal California resident (U.S. citizen, permanent resident, or valid visa holder).
Subject to county income limits.
✔ Minimum Credit Score
Low-income: 660+
Moderate-income: 680+

February 24 – March 16
Selection is by lottery — not first-come, first-served.
✔ Pre-Approval Required
Borrowers must obtain a Pre-Approval Letter from a CalHFA-approved lender before registering in the portal.

Single-family homes
Townhomes
Condominiums
Manufactured homes
Single-family homes with ADUs
2–4 unit multi-family properties are generally not eligible.

8-hour Homebuyer Education course
1-hour Shared Appreciation course
(Example: SHALOMCENTER.NET or other approved providers)

🏡 Dream For All Registration Steps (Step-by-Step)
✅ Step 1
Obtain a Pre-Approval Letter from a CalHFA-approved lender.
✅ Step 2
Complete the 1-hour Dream For All education course.
✅ Step 3
Register online through the CalHFA portal
(February 24 – March 16).
✅ Step 4
If selected through the lottery, you will receive a voucher notification.
✅ Step 5
Update your Pre-Approval Letter and begin home shopping.
✅ Step 6 ⚠️ VERY IMPORTANT
You must open escrow within 90 days of voucher approval.
Failure to meet the deadline may result in voucher cancellation.
