Manila City Mayor Francisco "Isko" Moreno Domagoso led the countdown to the Chinese New Year in Binondo as the nation’s capital ushered in the Year with a call for unity, peace, and stronger ties between the Philippines and China.

Addressing Manileños gathered in the world’s oldest Chinatown, the Mayor warmly welcomed visiting dignitaries and guests, including Jing Quan, Ambassador of the People’s Republic of China to the Philippines.

The Mayor expressed appreciation for the growing exchanges between the two countries, particularly in tourism and trade.

“Through the leadership of our new Ambassador in the country, there will be more flights coming from China to Cebu. More flights, more tourists, more jobs and business for the country,” Domagoso said, noting that increased connectivity would benefit Filipinos nationwide, including Manileños.

The Mayor emphasized Manila’s deep historical and cultural links with the Filipino-Chinese community, pointing out that the capital hosts the country’s largest concentration of Filipino-Chinese residents.

He credited local business groups in Chinatown for sustaining the annual celebration and fostering unity.

“And the biggest Chinese community, Filipino-Chinese community, is located in the City of Manila,” he said. “Kaya naman, ikinalulugod ko na taon-taon ang Filipino-Chinese Chambers through Victor and the officers and other member organizations in Chinatown nagsasama-sama, nagkakaisa upang makapaghandog ng isang magandang selebrasyon.”

Domagoso also reminded young Manileños of the shared history between Filipinos and Chinese migrants, citing the wartime contributions of Filipino-Chinese fighters during World War II and the legacy of early Chinese benefactors such as Roman Ongpin.

The Mayor encouraged the public to visit Bahay Tsinoy in Intramuros to learn more about their sacrifices.

“Alam po ninyo, magsiyasat po kayo. Hindi lang ho natin sila kasama para makipag-barter, makipagpalitan ng goods, at makipag-negosyo since time immemorial,” he said. “Especially during World War II, there is a battalion group of Filipino-Chinese who fought against an occupier of this country.”

Calling for mutual respect despite past misunderstandings, the Mayor urged Manileños to extend warmth to all visitors regardless of race.

“Kaya lagi nating ipararamdam bilang mga Batang Maynila, bilang Manilenyo, ang sinumang dadako sa lungsod ng Maynila—anuman ang lahi—lagi natin iparamdam sa kanila ang mainit na pagtanggap,” he said.

Domagoso also assured local and foreign entrepreneurs that Manila remains open for business, pledging protection against abuse while promoting fair enterprise.

“No harm will come to you as long as I'm Mayor. But in the same manner, I will not also allow abuse to one another. Just do business, strive, and there is a big market in this city,” Domagoso said.

The Mayor also shared that from January 1 to February 13, 2026, new business registrations grew by 104 percent compared to the same period in 2025.

“We grew by 104% of new businesses registered in the City of Manila. Dumoble,” he said.

Domagoso likewise highlighted gains in peace and order, reporting a 13 percent drop in crime in the last quarter and improved efficiency in solving cases.

“Our crime rate at the end of last quarter dropped to negative 13%,” he said. “The least thing that we can do as government is maging maaliwalas at panatag ang pamumuhay.”

The Mayor closed his message with a prayer for peace and collective effort in rebuilding the capital.

“Let there be peace in our home, in our family, in our community, in our city, in our country, and our neighboring countries,” he said.

Manila City Mayor Francisco “Isko” Moreno Domagoso on Monday, February 16, announced the release of ₱18 million for about 3,000 retired public school teachers in the city, covering their Old Age Sustenance Allowance (OASA) for the full year of 2025.

The payout covers January to December 2025 under Ordinance No. 7977, a measure granting ₱500 per month, or ₱6,000 per year, to qualified retired teachers aged 70 and above.

The Mayor said the initial request relayed to him was for the release of only six months’ worth of allowance, or about ₱9 million, but he decided to authorize payment for the entire year.

“Good things come to those who wait,” Domagoso said. “Kaya January to December 2025 na mahuhulog! I already advised Atty. Paul Vega, our City Treasurer, to release P18 million for our more or less 3,000 retired teachers of Manila.”

Domagoso said he signed the release last Friday, February 13, and directed the City Treasurer’s Office to process the payments, with distribution set from February 16 to 20.

“Last Friday, sabi ko kay Paul noong nag-uusap kami, sabi ko, ‘Araw ng mga Puso, iparamdam natin ang pagmamahal at utang na loob sa ating mga guro,’” the Mayor said.

Domagoso also said the city’s improving fiscal position has allowed the local government to address prior obligations, including those incurred before his current term.

“Sa awa ng Diyos at sa ating mga kawani ng pamahalaan at mga department, sa pagbubuti nila, unti-unti ho tayo at patuloy tayong nililingon ang mga nakaraang obligasyon. Bagamat kahit hindi ko pa ito panahon, but what matters most is that we will recognize previous obligations,” he said.

The Mayor recalled that Ordinance No. 7977 was intended as a gesture of recognition and appreciation for teachers who dedicated their service to Manila’s public schools.

“Ito po ay isang ordinansa na nagbibigay ng konting tulong, pagkilala, at pagpapahalaga sa mga guro nating naglingkod sa Lungsod ng Maynila, sa ating mga paaralan.”

Speaking before officers of the Manila Retired Teachers Association during the flag-raising ceremony at City Hall, the Mayor expressed gratitude to public school educators, crediting them for producing professionals across different fields, including those who rose to leadership positions.

Domagoso, who described himself as a product of the public education system in Manila, said honoring retired teachers reflects the city government’s continuing obligation to those who helped shape generations of Manileños.

“I'm pretty sure, and I'm sure about this, marami kayong na-produce na doktor, engineer, lawyer. Pati IT,” he said.

Manila City Mayor Francisco “Isko” Moreno Domagoso on Monday, February 2, announced the scheduled release of ₱69.8 million in allowances for public school teachers under the Schools Division Office (SDO) of Manila.

Speaking during the flag-raising ceremony at Manila City Hall, Domagoso said the teachers’ allowances—covering 11,633 beneficiaries for the period October to December 2025—will be released this week.

“Teachers in the City of Manila—11,633—you will receive this week for your October, November, December allowances, worth ₱69.8 million pesos,” the Mayor said.

In addition to teachers’ benefits, Domagoso said the city will also release ₱9.68 million in allowances for 6,452 public school students in the Grade 12 level, also covering the last quarter of 2025, bringing the total SDO-related releases to ₱79.48 million for the period.

Domagoso said the city remains focused on sustaining education support while carefully managing city finances.

“May mga bagay sa pamahalaan na kailangang gawin para sa kabutihan ng mas nakararami at pangmatagalan,” he said, noting that the releases reflect gradual improvements in the city’s fiscal position.

Beyond the SDO allocations, the Mayor also announced the release of ₱26.03 million in allowances for 8,675 students of the Pamantasan ng Lungsod ng Maynila (PLM), covering October to December 2025.

Domagoso also said the city will release ₱11.10 million in allowances for 5,551 students of the Universidad de Manila (UDM), covering October to November 2025. He said the allowance program was designed to ensure access to education for financially challenged students.

“In 2019, I opted to create and pass an ordinance to give them allowances, para walang mag-aaral na hindi makapasok kahit pamasahe man lamang,” he said.

Uniformed services will likewise receive support, with ₱26.03 million released for all personnel of the Manila Police District (MPD) for the fourth quarter of 2025, and ₱2.76 million for the Manila Fire District (MFD) for the same period.

Additional allocations included ₱150,000 for beneficiaries of the Philippine Drug Enforcement Agency (PDEA) for October to December 2025, and ₱3 million for 400 personnel of the Bureau of Jail Management and Penology (BJMP), covering allowances for April to June 2025.

In total, Domagoso said the city will release ₱155.04 million in allowances and subsidies across education, public safety, and law enforcement sectors.

“I’m happy to put a smile to almost 26,000 individuals—students, employees, teachers—across this financial assistance being given by your City Government,” he said.
